Local League Rules
ARTICLE 1 THE LEAGUE AND ITS DIVISIONS
The league shall be known as the BEDFORD COUNTY BASEBALL, INC. The league shall be composed of three divisions. The first division will be coach pitch with 2 age groups – 4 - 6 Year Olds and 7 & 8 Year Olds. The second division will be player pitch with 2 age groups - 9 & 10 Year Olds, and 11 & 12 Year Olds. The third division will be player pitch 13-14 Year olds.
Officers of the league shall be the President, 4-8 Vice President, 9-12 Vice President, Secretary, Treasurer, 4-8 Player Agent, 9-12 Player Agent. The term of office shall be for 2 seasons. Election of officers should be a majority vote of current board members. In order for an individual to be elected to office, that individual must be nominated by a current board member and must have served 2 years on the board.
A. The board shall consist of League officers, Commissioners, Web Site Controller, Equipment Manager, Fundraiser Coordinator, Concession Chairperson, and Insurance Coordinator.
B. The election of the Board shall be held at the same meeting as the election of the officers. Election process shall be elected by the public at large for a 2 year term.
ARTICLE 4 LEAGUE TREASURY
There shall be a common league treasury with all league income being deposited thereto and all league debts being disbursed there from. Special funds may be created as required and determined by the Board. Bank account statement will be provided to the Shelbyville Parks and Recreation Dept. by fax, email or postal mail. Financial reports will be made yearly by February. No check or draft may be drawn on the league treasury without the signature of the President or Treasurer.
ARTICLE 5 LEAGUE BUSINESS
All property and business will be managed by the Board.
ARTICLE 6 DRAFT SYSTEM/TEAM ROSTER
All team managers shall have an equal opportunity in the acquisition of players. This shall be accomplished through the system adopted by the Board as follows:
A. A full roster of twelve (12) players shall be maintained during the regular season, unless an insufficient number of players make this impossible. Teams will be assigned late registered players through the week following the draft unless otherwise approved by the board. The cutoff date for players moving into the area is May 15th. Any player that is added to a team will be allowed two weeks of practice before required participation in regular season games. This player may participate earlier if the coach desires. Coach-Pitch may have more than fifteen players.
B. After twelve (12) players kid pitch/(13) for Coach-Pitch have been drafted for each team and the remaining amount of players will not be sufficient to add other team, the remaining players will be drafted until all players have been assigned a team. If the number of players on a team fall below twelve (12) after the cutoff date, no additional players will be assigned, exception to be made for players moving into the area.
C. Any player pre-registered but not in attendance on draft day will be drafted to a team. This will be done by means of a blind draw (names in hat). This blind draw will be available during the whole draft to any team making a draft pick.
D. During the draft once a team reaches ten players drafting is frozen for that team until all teams reach ten players, at that point they will begin drafting again in the eleventh round. Exception see Item N
E. Each team and the league will comply with the requirements for the proper number of aged players on a team. (8 players of the older age 6, 8, 10, &12 and 7 players of the younger age 4&5, 7, 9, &11) Exceptions may be made by the board, but all effort should be made to have balanced teams.
F.. All player vacancies shall be filled by draft or placement by the Player Agent after the draft.
G. Players shall be drafted in order by managers as determined by the previous season standings. With the last place team choosing first, etc.
H. The manager’s child will be frozen as the team’s first round pick. If the manager has no child participating, he may lock an additional player with dugout coach. See also, Article IX. Option Player.
I. County players may enter either the county or city draft. County and city draft will be decided by which school the child attends. If the parent chooses not to play on that team, the child will go through the city draft.
J. Coaches on county teams who have children playing must be zoned or enrolled at the county school in which he or she is coaching in order for the child to be placed on the county team.
K. All team players shall be listed by name and number on a game line-up sheet which will be given to the official scorekeeper and the opposing coach thirty (30) minutes prior to game time. The status of each absent player will be noted (example: on vacation, sick or out of game due to disciplinary action.) Players arriving late will be allowed to play, if his/her coach sees fit and the child is listed on the line-up. The opposing coach will only be required to play the number of players present at the beginning of the game.
L. Team managers and coaches shall be approved by the majority vote of the Board two weeks prior to draft.
M. All locks and release players must be done 1 week prior to draft. (No decision involving locks or release players will be discuss on draft day)
N. Siblings will be in the 5th round and every odd round there after (if a team has 6 or more players that sibling will go in the 11th round)
O. All returning players must be signed up one week prior to draft date. Non registration of returning player we result in player going into the draft on draft day as new player.
ARTICLE 7 PLAYING SEASONS/SEASON CHAMPION
The playing season shall consist of playing all opposing team twice. The champion shall be the team that concludes its season with the best record of wins and losses. In the event of a tie at the end of the regular season play, a single-game playoff shall be held to determine the champion. The date of this game shall be set by league officials at the earliest possible time following the conclusion of the regular season and shall be scheduled so that neither team is placed at a disadvantage. Rainouts: Monday and Tuesday rainouts will be played Wednesday evenings. Thursday, Friday, and Saturday mornings will be played on Saturday evening.
ARTICLE 8 OPTION PLAYER
Managers and assistant coaches' children shall be in the 1st, 2nd, 3rd, & 4th rounds of the draft. There is no order of draft for managers and assistant coaches option players. If one option player is to be chosen, this is a first round pick. If two option players are to be chosen, it is a first and second round pick and so on.
Managers and assistant coach’s option players are locked in as long as they are eligible in that age division or until they are released from the team. If a manager or assistant coaches decides to quit the team and they still have the option player remaining on the team, the manager or assistant will not be allowed to place an option player on the team.
Sibling Rule:
Brothers and Sister shall be drafted in the 5th or next odd # rounded thereafter.
HARDSHIPS:
There are to be no "hardship cases”. The coach is to resolve the problem with the parent. If it cannot be resolved, then the parent may bring the problem to the Board and if the Board determines that the child should be removed from the team, then the child is to be released by the coach and placed in the player pool to be reassigned accordingly.
In the event a player resigns his/her position on a team after the season starts, he/she shall be ineligible for further participation in the league in that age group provided the player's parent(s) are fully apprised of this rule by the league officials or the team manager. Waivers may be granted by the Board.
ARTICLE 10 MANAGER RESIGNATION
In the event a Manager or Assistant Coach resigns, his/her position on a team after the season begins, he/she shall be ineligible for further participation in that league for the remainder of that year. For example, the Manager for Team A (9-10) year old team) may not resign that position and move to Team B (also a 9-10 year old team). The same rule applies to all age groups.
ARTICLE 11 INDIVIDUALS ALLOWED IN DUGOUTS
The maximum number of people allowed in the dugout during the playing of a regularly scheduled game shall be all team players, and four (4) adult coaches in Player Pitch, (5) adult coaches in Coach Pitch and. The 4th Player Pitch and 5th Coach Pitch are dugout coaches and cannot leave the dugout; he must stay behind the door and in the dugout.
ARTICLE 12 TOURNAMENT MANAGER
The manager or coach of the league tournament team shall be the manager whose team finished in the first place in the regular season standings. In the event of this manager or coach declining this position, it shall be offered to manager of the second place team. If this manager also declines, it shall be offered to the third place team and each team thereafter until all positions are filled.
ARTICLE 13 RULES OF CONDUCT
A. Any player or manager shall be subject to ejection from a game if responsible for remarks, such as directing abusive or obscene remarks toward umpires, players (on or off the field), managers, or officials. The violator will be removed from the park.
B. Use of tobacco by any person in any form will not be allowed on the playing field. Violators shall be reported to league officials and appropriate action will be taken. An individual shall be allowed three warnings before being suspended for one (1) game.
C. The consumption of alcohol by any individual is prohibited prior to or during practice sessions as well as during any game. Park regulations forbid the possession of alcohol on park grounds. This shall be enforced. The punishment for the first offense of alcohol use shall be suspended for two (2) games. The second offense is grounds for immediate dismissal.
D. The Board shall review any situation whereby a manager or coach is ejected from the playing field with all parties involved.
E. In the event a league official is not present, the Head Umpire shall have full authority to enforce all rules.
F. Any complaint registered against an umpire shall be reviewed by a meeting of the Board.
ARTICLE 14 PROTESTS
A. No protest will be considered if they are based on a decision of judgment by the umpire.
B. A protest during a game must be made before the next pitch. The head coach or acting coach must notify the home plate umpire that the game is being played under protest. At that point the home plate umpire must receive $100.00 from the manager which is protesting, the home plate umpire will then notify the opposing teams head coach and the official scorekeeper that the game is being played under protest and both managers must sign the official scorebook identifying the occurrence. (if the protest can be handled within 10 minutes the game will be stopped, otherwise the game will continue on under protest from the point of occurance, with the protest being handled within 24 hrs)
C. The team that is protesting the game must contain the date, time and make a note of the section and rule of the official rules under which the protest was made.
D. The $100.00 protest fee must be turned into a league official. If the protest is upheld, the fee will be returned. If not, the fee will be retained and placed into the league treasury.
E. All protest shall be done through the team manager. No protest shall be allowed by an assistant coach result will be ejection of an the assistant coach.
ARTICLE 15 BIRTH CERTIFICATES, PERMISSIONS, & FEES
A.
Each player, in all age groups, shall submit
a copy of his/her birth certificate (or an acceptable
alternative) to the Player Agent. Each
player shall have a valid Parental Conduct Pledge and Registration
Form signed by one parent (or guardian) and
present it to the Player Agent.
B. Each player shall pay a $35 participation fee. There will be a $10 fine for children registered one week after draft. It is the team managers’ responsibility to collect any unpaid fees before a uniform is issued. A player deemed as a "financial hardship" shall be submitted for review by the Board. Waiver may be granted by the Board.
C. The “Team Manager” shall have the responsibility to present all documents and fees listed above to the Player Agent, at least on week prior to the beginning of regular season play.
D.
A player found in violation of A or B listed
above will be rule ineligible for participation in the league
activities.
E. A child from outside Bedford County must apply and be approved by the Board.
ARTICLE 16 PLAYER RELEASE
Player shall be released from team roster for the following reasons:
A. Moving from the areas.
B. Long term sickness or injury.
C. Failure to attend practice sessions or regularly scheduled games.
D. Disciplinary reasons (derogatory remarks, dissension, and/or trouble in the field).
E. Parents not cooperating with the manager or organization.
special note: A release involving reasons, C, D, or E shall occur only after proper warning and discussion with the player and parent/guardian.
F. If a
manager should release a player, the release shall be put into writing giving
dates and reasons for the
release. Said document shall also include the manager's signature and be
presented to the respective Vice
President and/or President The Vice
President/President and Player Agent shall review the release. If
either disagrees in any way, the
situation must be reviewed by the Board of Directors.
G. If a player is released during the season they go to the player pool to be place on a team by the Player Agent after the season starts.
H. If a player is released prior to draft, that player must be go through the draft and be ineligible for a lock for 1 year.
ARTICLE 17 LIMITATION OF PRACTICE
No regular season team shall practice on Sunday during season. Any manager found in violation of this portion of the rule shall forfeit the next game. Coach Pitch is to practice only three (3) times per week, before the season begins. After the season then they shall practice twice per week. Practice or games scheduled during TCAP testing will follow the wishes of the Board of Education.
ARTICLE 18 COACH PITCH
A. Coach Pitch games will start at 5:00pm and last only one (1) hour, unless an inning is left or it is a tie.
B. Ten players will be allowed in the lineup.
C. An inning will consist of three (3) outs or seven (10) runs. (Tenth Batter)
D. Coach pitch players shall be drafted at tryouts.
E. All the TYBA & Local League Rules apply, except the following:
a) Coach-Pitch will have one additional Coach (a pitching coach).
b) Limit of six pitches.
c) The player pitcher has to have at least one foot in the dirt surrounding the pitching mound when the ball is released from the hand.
ARTICLE 19 ALL AGE DIVISIONS
All batting helmets are to be stored in the designated area. No offensive player shall enter the playing field without a helmet on during a game. Likewise, the batting helmet shall remain on the player until the player leaves the dugout.
ARTICLE 20 PARK RULES
A. If you practice at the park field, you must return the bases to the box; if not team managers will be assigned a $25 fine.
B. If an injury or altercation occurs, we must turn in a report to the Park Board; especially if requires medical attention.
C. Only the President or designee is to address the Park or Park Board.
D. No climbing fences. No hitting or throwing baseballs against the fence. If a team or individual is caught, they will immediately be asked to leave the park complex.
ARTICLE 21 EQUIPMENT
Coaches are responsible for equipment. If lost, they must replace it.
ARTICLE 22 PLAYER PARTICIPATION
A. Each player will receive one (1) at bat and three (3) consecutive outs in the field.
B. You have to play the same number of players (example: if you have thirteen (13) players at the game and the opposing team has twelve (12), you only have to play twelve (12) players).
ARTICLE 23 PITCHING RULES
9 & 10 Year Old Division
A child will be allowed to pitch six (6) innings per week. The only exception will be if a pitcher starts the game and the score is tied after six innings, the pitcher will be allowed to pitch one extra inning. This local rule overrides the sanctioned pitching rules.
11 & 12 Year Old Division
A child will be allowed to pitch eight (8) innings per week. The only exception will be if a pitcher starts the game and the score is tied after six innings, the pitcher will be allowed to pitch one extra inning. This local rule overrides the sanctioned pitching rules.
Pitching Rule: One out is 1/3 2 outs is 2/3 3 outs =1 inning.
ARTICLE 24 ENDING OF GAME
A. Time Limit
B.
After four (4) innings, home team is ahead
by ten (10) runs.
After three (3) innings, home team is
ahead by fifteen (15) runs.
After two (2) innings, home team is ahead by twenty (20) runs.
C. A team must fill a legal line-up by game time. If a team does not have enough players to start the game the umpire will give the team 5 minutes the get enough players to start the game. If 9 players (for all age groups) are not in the dugout after 5 minutes of the schedule start time the game will be a forfeit.
D. Unpredictable weather condition. Rain, Lightning, Cold temperature and/or condition of playing field. These circumstances will be determine by a umpire and league officer. A minimum of 15 minutes and maximum of 45 minutes for delay of game due to bad weather conditions.
E. An inning will start no later than 9:30 P.M. on a school night (Monday through Thursday).End of game and lights out at 10:00 P.M. If game is tied that game will be postponed to a later date, with game picking up where it was finished.
ARTICLE 25 COACHING STAFF
All managers’ applications will be submitted to the Board and approved, one (1) week prior to draft day. After the draft the manager will be able to then add a parent or guardian of a child on his/her team. The team manager must then submit all assistant coaches’ applications to the Board within two weeks after the draft for approval. The coaching staff must have completed a background check before being allowed to coach.
ARTICLE 26 Uniform Rule
All teams must wear the same shirts and hats of which the board has selected for that year of play.
ARTICLE 27 Coach Ejection
A. Any coach ejected from the game must leave the vicinity of the field for the remainder of the game. A league official will remove the ejected coach from the park.
B. A ejected coach will not be allowed to coach the team’s next schedule game, but he/she may sit in the stands as a spectator.
C. If a coach is ejected after a game, he/she will not be allowed to coach the next two games.
D. A coach that has been ejected from a game on two different occasions in a season must appeal to the Board to continue to coach.
